MEMBERSHIP The Rural Independent Competitive Alliance (RICA) is dedicated to being the recognized voice of small rural entities who provide competitive telecommunications services.  Founded in 1999, our membership includes providers of competitive services, vendors, and professional services firms interested in improving service in rural America.  Together, we are a leading front-line advocate ensuring competitive choice in rural telecommunications. RICA is the only organization dedicated exclusively to the operational challenges and interests of rural competitive service providers.  We do this by providing opportunities, education and support for our members, their communities, and their customers by promoting a fair and competitive marketplace, and by giving our members the tools and information they need to be successful and to compete effectively.
